Santolina chamaecyparissus (Cotton Lavender, Lavender-Cotton)

Santolina chamaecyparissus (Cotton Lavender) is a small, tough, evergreen shrub native to the western and central mediterranean region. It has aromatic grey-green leaves and produces yellow button-like flowers in late spring to early summer. It is popular as a groundcover and edging plant in hot, dry exposed conditions. It has been in trade in Australia since 1875 and not become naturalised. There is no record of it being invasive anywhere, though it has been introduced into many countries.
